ToDo list for Articles

Articles is now "feature frozen" for the release of version 1. Articles v1 will
now only be a bug fix maintained, with new features being added to Articles v2.

 o Implement ratings. (now planned for a later incarnation)
 o Set published time to user's local timezone, rather than the server's 
   timezone?
 o Add function to delete articles under category when deleting category.
 o Add sub-categories.   
 o Remove unused columns from articles listings, depending upon listing prefs.
